For air cooling you must check some industrial/stationary engines. There is a lot of Chinese ones being imported. Anyway, if you just want a commuter, you can even get a V-Twin 22HP air cooled diesel. As far as water cooling goes, you could get a wider power range to choose, but then you would need to figure out the best way to get a radiator and it would increase both the engine swap and the maintenance cost. I actually have considered to buy a Volkswagen Brasilia to swap a diesel into, but the C240 I currently have is too heavy and would not fit easily. But if you would want something more car-like than an industrial engine take a look at some European imports such as Audi cars with their TDi engines, and even some Opels that were offered with Isuzu engines in its diesel versions.

I'm from Bjelovar, Croatia, and currently performing a diesel swap with an air cooled engine out of a water well pump into a '64 Volkswagen Bus. It's just 1 cylinder 900cc and 18ps but was there for dirt cheap so I grabbed it. My initial thoughts were to use an inline-2 water cooled 505cc from Mitsubishi but this one was so cheap that I could not leave it go..

I would also like do do a diesel swap into a Beetle. There was a Brazilian guy who adapted a Volkswagen/Audi 1.6L diesel with an aftermarket turbocharger in a Beetle, and that was a cool one, but I would still prefer to have something simpler such as an air cooled Lombardini/Kohler 2-banger. I have already seen pictures of Beetles with stationary big-single diesels but I would want something that I could leave discretely under its original engine hood.
Unfortunately people in Brazil still have a lot of misconceptions about diesel fuel, while in Argentina it's still popular, but currently not so popular as it was in the 90's.
A friend of mine almost went with a Chinese ChangChai 1-cylinder 1100cc 22hp stationary/agricultural water cooled diesel in a desperate attempt to dieselize a Baja Bug but considered it too heavy and with excessive vibration, so ended up with an old Perkins 3-cylinder 1100cc 28hp taken out of a retired tractor in his grandpa's farm.
Those new diesels from Subaru can be a good option because of their boxer layout, but a good place for the radiator is quite hard to find.
Diesel in a Beetle must be interesting, and since it is already noisy probably there will be not too many complaints about the diesel.
I was going to do a diesel conversion in a Brazilian Gurgel compact SUV originally fitted with a Volkswagen driveline. I was going to use a Deutz 2-cylinder but those are too heavy. My intention would be to use crude oil straight from the well.
